In October 2026, Indonesia’s Corruption Eradication Commission (KPK) named five suspects in an alleged scheme to divert about IDR 148 billion from the Ready-to-Use Fund, the reserve the National Disaster Management Agency (BNPB) can spend the moment an emergency is declared. One suspect was an adviser to the agency head and, by most accounts, his younger brother. Using documentary process tracing across KPK statements, statutory texts and a screened literature base, this article reconstructs the alleged scheme and tests it against four propositions drawn from procurement, favouritism and money-laundering research. The adviser held no formal procurement authority, yet exercised principal-like influence over the officials who did, a position this article calls a proximate principal. Weak ownership screening and after-the-fact audit let the scheme run, and proceeds allegedly converted into cash, gold, crypto-assets and shares within days. The case shows that emergency procurement’s usual safeguards can fail even when no formal rule is broken, because influence and accountability sit on different people. Four reforms follow: ownership screening tied to influence rather than title, a duty to register and recuse advisers, audit that starts with the declaration itself, and a feed from procurement data to the financial intelligence unit. All allegations discussed remain unproven in court.
