Public sector digital transformation extends beyond technology adoption in government administration, involving organizational processes, bureaucratic capacity, service delivery, public access, and government-citizen relationships. At the village level, digitalization faces challenges related to infrastructure, human resource capacity, digital literacy, and unequal service access. This study evaluates the implementation of village digitalization policy in Rarang Selatan Village, Terara District, East Lombok Regency, focusing on policy implementation, administrative and public service efficiency, inclusivity of access, and implementation barriers. A qualitative descriptive approach with a case study design was employed. Data were collected through in depth interviews, observation, and document analysis involving village officials and community members. Data were analyzed interactively through data reduction, data display, and conclusion drawing and verification, supported by source and method triangulation. The analysis integrates public sector digital transformation, Edwards III’s policy implementation framework, digital inclusion, citizen-centric digital government, and Dunn’s policy evaluation criteria. Findings indicate that digitalization has improved internal administrative efficiency through data digitization, electronic archive management, and faster service processes. However, citizen oriented digital services remain limited, as residents still need to visit the village office for certain services. Internet connectivity, digital literacy, public outreach, support, SOPs, and electronic signature systems remain barriers. Thus, successful village digitalization requires attention to access, usability, citizen experience, equity, and service sustainability.
